Is a new reform of local self-government necessary?
Abstract
The question of expediency of carrying out of new reform at the level of local self-government is considered in the article with the purpose of determination of local municipal and local state levels of public authority and governance and delimitation of functions and powers between bodies and officials of state power and bodies and officials of local self-government.
